Zodwa Tlale is scared of ward 108 councillor, Deborah

On 11/09/2018 I consulted Alexandra’s Councillor’s Office to file a complaint against Debora Cashile Francisco.

On 11/03/2019, I was referred to Zodwa Tlale to settle the long-standing matter between me and Cashile.

Zodwa told me that Cashile told her she didn’t want to see me or speak to me. It was therefore going to be difficult to fix the problem.

On 30/10/2019, I held another meeting with Zodwa. The intention was to discuss the case, but she nevertheless told me that Cashile did not want to see me or speak to me.

Then Zodwa pledged that I would see Mr.Refilwe Khunou, at the Alexandra Court. She said she’d brief me on when to be in court to discuss this with Khunou and Cashile.

I haven’t heard from her yet. On 24/02/2021, I called Zodwa with no answer all day. Again on the 25/02/2020, I telephoned her without response.

Zodwa, who is a high-level executive at work, is afraid of Cashile.


I’m confused about when this case will be settled if Cashile doesn’t want to see me or talk to me. How can this issue be resolved without talking face to face with her?

There are three parties involved here:
(a) That’s me, the plaintiff;
(b) Cashile, the defendant; and
(c) Zodwa, the mediator.

I understand that Zodwa has broad powers to intervene and rectify any serious irregularities.

It is important for her, as a mediator, not to overlook the complaints that I or other complainants have raised.

Where on earth have you seen the mediator resolve the problem with the defendant  only, without the complainant?

Because, in this instance, Cashile Francisco is an accused. Who will speak or answer for her if she does not attend? It means she’s protected by Zodwa!

Residents of Ward 108 are hurting because Zodwa can’t help them solve their problems. They filed a legitimate complaint against Chasile, but were not resolved. She keeps telling them, “I’ll call Cashile,” but don’t call her.

Everyone in the community who is not helped by Zodwa, I urge you to get to the point and report your complaints.

I assure you that you will see the difference in the new councillor… you will be helped.

You are still in your rights to go and knock on the doors of the Chief Whip, the Executive Mayor, the Matshediso Mofikoe Region, the Katlego Region E and the Office of the President (President hotline), although they might not respond, but do it for your records.

It seems to me that one of them (Zodwa and Cashile) is not doing her job or the two are not doing their job! They are damaging the image of the ANC government and the Council.

It’s like the ANC wants to put taxpayers’ money on the plate so the birds can pick it up without working for it.

People of God, I beg you, do not be afraid for Cashile, because a living dog is better than a dead dog. This councillor has no more powers; she is now like a dog without teeth. She may bark and make noise, but she can’t bite with gums.
