Ward 108 councillor, Deborah Busisiwe Francisco, was involved in a physical fight with her neighbours over a house.

“You can see that my finger is injured,” she told Alex Reporter.

The fight, which lasted for a minute, occurred in the presence of members of the SAPS, JMPD and the media.

The turf war initially started when Lyphant Baloyi (74) lost his son, Given (36) in 2020.

Given had lived in the family house in question.

According to Baloyi, Francisco locked the house on the 10th October 2020 and unlocked it on the 10th of February this year.

The war of words intensified when the councilor gave the house to a man known as ‘Machekas’ and bared the Baloyis from accessing it.

” After I had a meeting with residents, I saw it befitting to give the house to Machekas because he didn’t have a place to stay,” said Fransisco.

Tsakani Mlambo (50),a close relative to the Baloyi family, accused the councilor of being a control freak.

“A relative is supposed to stay in the house until Given’s son (Ntsako) grows.

“But the councilor controls everything. People in the yard are scared of her, she is a control freak.”

Baloyi said it was very painful that he was still mourning his son who died on the 13th of June 2020 and his wife who followed on the 24 July, same year.

“I’m still in the process of mourning my son and wife for a year, as per our tradition,”he said.

This war seems to be more that personal and far from over!

Ward 105 councillor,Tefo Raphadu tried in vain to mediate but left when the issue reached boiling point.

JMPD Superintendent,Amos Kganyago, after listening to the arguments between the rivals,he said:

“This house belongs to the Baloyis, that’s my view and they must be given their house back.”

However, Francisco acted stubborn.

“Nop. This matter must be solved by the department of housing.”

In an emotional interview with Fransisco, she said she had been at loggerheads with the Baloyis.

She said her sister’s son (whom she lived with before he died) was friend to the late Given and the two were involved in criminal activities.

“My son was killed when doing crime. He was friend with Given.

“This family (Baloyi) has been giving me headaches,” said the councilor who also lives in the same yard( 8-7th avenue) with the Baloyis.

The story continues..

  1. Concellor Francisco must step down, how many years she stoled PPL houses, our kids and grandparents are suffured on her hands. Francisco don’t do her work, you won’t find this woman in her office is always absent, when you call she will tell you lies and lies, how many time PPL complain about her, including her colleagues too.
